RABAT — In a major policy address opening the new legislative term, King Mohammed VI of Morocco laid out a comprehensive roadmap emphasizing administrative deconcentration, youth economic empowerment, and a revised framework for international migration cooperation.

Accelerating Regional Deconcentration

Addressing lawmakers in Rabat, the monarch called for urgent implementation of the Administrative Deconcentration Charter, warning that bureaucratic delays in delegating authority and resources from the capital to regional authorities are hindering socio-economic development. The King insisted on a clear transfer of decision-making powers, competencies, and financial means to local bodies to ensure balanced territorial development.

Economic Resilience and Strategic Reserves

Highlighting the shifting global geoeconomic landscape, King Mohammed VI called for advanced strategies in key resilience sectors, including water security, renewable energy, and food self-sufficiency. He underscored the need to build strategic stockpiles of essential goods while accelerating digital transformation, artificial intelligence adoption, and industrial development. The private sector was urged to step up investment and job creation to support the national economic transition.

A Youth-Centered Agenda

The sovereign placed youth empowerment at the forefront of national policy, demanding coherent initiatives to guarantee equal opportunities across education, skills development, and labor market integration. Strengthening youth prospects was presented as critical to social mobility, civic engagement, and institutional trust.

Rethinking Migration Cooperation

Turning to foreign policy, King Mohammed VI noted that while Morocco remains a committed partner, current international models of migration management have reached their limits. Addressing bilateral dynamics—including ties with Spain—the monarch criticized outdated legal hurdles and judicial complexities that impede the repatriation of irregular migrants and minors, ultimately enabling criminal human-trafficking networks. Announcing an upcoming strategic policy document, the King emphasized that Morocco engages in international partnerships strictly as a sovereign choice, rejecting any foreign pressure or political leverage.
